The muzzle and ears are awesome, though the 'glow' you were trying for really does just look like sloppy coloring. Unfortunately, I'm no artist, so I can't really help you.
Though I don't know, but it really seems like the paws don't match the Pokemon at all. Then again, I don't have a really detailed reference for Umbreon, so...meh.
Glow probably isn't the best, you're right.
Umbreon technically doesn't have pads, claws, that kinda thing. I made it a bit more realistic. (Such as it is...)
